French President Emmanuel Macron’s vision for a secure, postwar Ukraine has been met with a de facto veto from Vladimir Putin. The Russian leader has threatened to crush any Western security force deployed to the country, declaring that its members would be “legitimate targets for destruction.”

Macron’s vision involves a coalition of 26 nations establishing a military presence to guarantee Ukraine’s sovereignty. President Volodymyr Zelenskyy has eagerly embraced this concept. Putin’s threat, however, is a blunt instrument designed to make this vision an impossibility by raising the specter of a direct Russia-NATO war.

The Russian president’s veto is being reinforced by the cautious stance of several key European nations. Germany, Spain, and Italy have all refused to commit troops, fearing the catastrophic consequences of a military clash with Russia. This has forced a rethink of the plan’s scope and ambition.

The entire conversation about “postwar” security remains highly theoretical as the war itself shows no sign of ending. The diplomatic process is frozen, with Putin publicly doubting the feasibility of a deal and Zelenskyy questioning the Kremlin’s sincerity, leaving no clear path to peace.
