A precarious peace in the nuclear realm has been declared by Russia, with President Vladimir Putin announcing a year-long voluntary adherence to the expired New START treaty’s limits. However, the stability of this peace hinges entirely on the actions of the United States.

Putin cast the decision as a responsible move to maintain global predictability. He stated that Russia is not interested in an arms race and believes it is “justified to try to maintain the status quo” of 1,550 deployed warheads and 700 strategic launchers.

The precariousness of this new status quo was underscored by Putin’s conditions. He made it clear that Russia’s commitment is not absolute, but rather is dependent on the U.S. acting “in a similar manner.” This creates a fragile balance that could be easily upset.

The potential reward for maintaining this balance, according to Putin, is a return to diplomacy. He expressed hope that a period of mutual restraint could help build the trust needed to restart a “substantive strategic dialogue” between the two nuclear rivals.

For the next year, this fragile arrangement will be tested. It is a temporary solution to the absence of a formal treaty, with its survival dependent on the strategic choices made in both Moscow and, crucially, in Washington.
